That is put on by the list software, and Marck is in charge of doing that. Things have been so confusing on TBBETA lately, with the information that the developers send Marck changing so rapidly, that he ended up getting wrong version numbers into the TBUDL footer. Since a lot of people *do* depend on what the footer says, I wanted the numbers to match what's on RitLabs' public download page.
