No.

Yes.
After checking my own incoming and outgoing filters I can only say
that it wouldn't make sense to use 1 filter. My incoming filters check
for senders and my outgoing filters check for recipients. (Yes, I've
got exceptions to both rules, but nevertheless...)

Yes.

To use the same filter for multiple accounts.
When you're using common filters, those will be checked first and then
the account filters will be checked.
