Is a known bug. http://www.ritlabs.com/bt/view.php?id=4933 in
bugtrack.
You could try to drop both %To= macros and replace them with
%SetHeader("To","[EMAIL PROTECTED]")
For most that helps, though I remember one case that it didn't.
