I am not sure what has changed, but in 3.61.10, when quoting HTML I am
no longer getting the blue bar, but I am still getting the HTML editor
coming  up.  Any confirmations? Was this change intentional, and if so
should  it not have been menitoned in the list of changes with the new
version.

As  far  as your original problem, I think that what they mean is that
the  blue bar was what was supposed to be happening if you did not put
a check mark beside "Reply to HTML in palin text". This was working on
my version of TB!
