That does sound different to what happens here. I get a second tab
labelled "Text", which is empty. The second tab should be labelled
"PGP Decrypted", and contain the decrypted text.

I do not use PGP/MIME so I cannot comment.

I noticed it when somebody posted a URL to a mailing list I
subscribe to. Further testing was by saving encrypted messages to
my outbox and opening them from there.

Mine is PGP 8.1

3.0.1.33 here

Odd. When I call it up, it says among the headings "Product
Version 3.0.1.33"

The common factor is that an inline PGP encrypted message
containing just a URL does not decrypt as it should.

Something has changed recently though, as somebody on the mailing
list the URL was posted to confirmed similar behaviour to my
version (ie message appearing to be blank) using v3.5.25.
