I just tried this with a folder that has a folder template and can't confirm that. When I use CTRL+N to start a new message, the folder template is applied, but the cursor is on the input box for the TO field. Then I tab down thru the rest of the headers to the body, and only then the cursor jumps to the position where the %CURSOR macro was placed in the template.
