Not always, but it *has* happened and can be frustrating. When you have your account set up, log in and click on Report Issue. I think you'll be able to take it from there, but if not, come back here with your problem. There were a couple of places on Report Issue that I didn't understand how to proceed, when I first made a BT report. For instance, it says, "Choose Project" with a scrollable menu. After that's set, you still have to click on "Select Project." Then the "report form" page pops up. After that it's pretty straightforward--but there are quite a few pieces of information to be selected from scrollable menus.
