Here the Russian text you quote shows in my pre-viewer like you have it
described, and your message has charset iso-8859-1. When in the
pre-viewer I select KOI8-R instead, I do see Russian fonts but having no
sense (a "random" Russian letters, with inverted capitalization). When I
hit <reply> and then change charset to KOI8-R in editor, I see correctly
your quote (as it is visible above) with its full original meaning.

But, I use version 2.12.00.

The Russian text we quote here is originally from a message written by
KOI8-R charset.

The problem with your mailer/version is that it, for unknown reasons,
switches to other charset than the one, KOI8-R in this example here, you
use in your editor.

I always use Courier New, plain-text, and my TB version automatically
takes over the original charset of the message I reply to, except I
didn't set it otherwise (this one I did set to KOI8-R, in my editor,
manually, instead your original iso-8859-1).
