This was fixed in the latest beta, I was experiencing the same problem for a

When a program is shut down (no matter in what manner), all it's filehandles
(this includes TCP connections) are closed, though it might take the server
about a minute to figure this out sometimes (since the connection wasn't
terminated with a QUIT message).
