3.71.03 is not a release. As you will understand there are far less release
versions than Betas or even Release Candidates. If you want to be notified
about new Betas, you should join TBETA.

I don't know anything about the above mentioned solution. Others will be able
to help you better than I can.

I also do not know if your problem has anything to do with the following set
that was announced for 3.71.01:
http://www.ritlabs.com/download/files/the_bat/beta/intpack.msi

I suppose you don't need it since you're using the professional version and
language files used to be included in that.

You could try to add the macro %Language="British English" to your account
(or other) QTs.
