I have different resolutions on both monitors.

I decided to try the opposite of this, same thing happens with the
same resolution on both monitors.

A little update, since I wrote about this I started used a program
called Ultramon which is a utility program for dual monitors and so
while I still can't get the "Create New Message" window to open on the
secondary monitor, TB no long centres itself between the monitors as
long as I'm using that utility which I happen to really like so not a
big deal for me.  I just really wish I could get the new message
window to open on the other monitor.  Oh, my mail Ticker stays put as
well now.
