Someone reported he had it install on a partition of his internal HD.
So, you would be right. And Voyager doesn't use any reg-keys.

However, it uses OTFE and the message base can only be decoded on the
disk drive Voyager was installed in. You cannot just copy and run it
from a backup drive.
