I'd be more confident that it is a BT issue IF your #1 solution worked
here, but it does not.
Shift-Ctrl-Left arrow does NOT move an individual folder to the
account level in the tree, and therefore it will not permit me to
cross account boundaries to deposit the folder into a different
account.
