My common filters have "Continue processing other filters" checked.
Here is an example. The filter moves all outgoing message to the Inbox
of the given account, unless it is addressed to one of my addresses.

The common outgoing filter:

What I mean is that account filters are only tested against messages
that are within that account. I.e., every account level filter could
(probably) be written as a common filter with the addition condition
that the current account = (a specific account).
