I've seen this 'problem' a long time ago and I never reported it because
I'm not sure if it is TB's fault or the OS. Also, and mainly, because
there is a very easy alternative.

When you select 'Send To' you will get a number of options and two of
them will be (or should be):
    The Bat!
    E-mail addressee (translated from Spanish)

If you select 'The Bat!' it will behave as you explain, TB will open but
no editor window.

If you select 'E-mail addressee' TB will open (if TB is the default
e-mail client), an Editor window will open, the Subject: will be filled
in, the file you want to send will be in the attachments pane and also
some text in the message body. This is the option I always use.

If you look at your C:\Documents and Settings\You User\SendTo directory
you will see that 'E-mail addressee' is a 'MAPIMAIL File' while 'The
Bat!' is just a normal shortcut to thebat.exe. This shortcut to TB has
no parameters and this is why the only thing it does, like all shortcuts
with no parameters, is opening TB.
