That is a functionality well hidden in TB's deep muddy waters... 1. In the "Customize" dialog choose "Create new container" (it's the 4th button from the top between "actions" and "layout" list). A new toolbar container (with a triangle on the right) is created. Select it. 2. Select the action you want to have in that container in the "Action" List and press "Shift" and the "Insert Item" button (its the first button from the top).
