Well, the only way that comes to mind is to create a new filter in the
VERNON sorting office which has no actions or criteria. Now,
Ctrl+Alt+drag drop the filters to be moved, one at a time, onto this
new filter. NOW you can copy (or cut) the entire filter tree from its
new root and paste it into the MONSELL filter set.

Once there, you can drag the filters back out of the container with
Alt+drag/drop.

...Unless anyone has a better way?
