This looks like a setting got lost when you upgraded:

Account / Properties / Transport / Delivery Type.

If it is set to "Deferred", the mail will be put into the Outbox.
"Immediate" will send it immediately.

Please ntoe that the order of the two left-most buttons at the top of
the editor switch position when you change this setting. In any case,
whatever the setting, you can still choose to use "the other button".
This should work.

Why is it parked? It shouldn't be parked. Are you using Auto-save?
