For me, under Vista Home Premium, I get it at all times, whether Bat starts first after a clean boot, whether I'm using IE, Chrome, or anything else. In fact, think I raised it just a couple days ago. Not a big deal, just takes up extra room on a crowded taskbar (at the top of screen for me) -- The road goes on forever and the party never ends.
