Have you taken a look at http://www.freecycle.org/ ? The Freecycle Network sounds like what you're trying to do and if it is they can offer support to help you set up your own group. They use Yahoo Groups both for the recycling and for group owners/moderators to communicate. http://www.freecycle.org/group/UK/South%20East gives a list of existing groups in the South East and there may be one or more near you that your village could join - for example, there are two for the New Forest.
