in non-encrypted msgbase, You can set access password for every account,
but there is no encryption of files, those are in plain or binary mode.

when You install The Bat! and select OTFE mode, "all" files are encrypted
on-the-fly, so You can not set password for some messages, accounts or
files only, every file is encryted with one master password.
