This is true here also.

The person who logged https://www.ritlabs.com/bt/view.php?id=6759
evidently knew a way that was supposed to work but did not.

I have never been able to see any effects from making changes at
Options | Preferences | Address History.

One difference is that the drop-down list under the "right chevron"
varies per account. Change the active account for your message and the
address drop-list changes.

My memory tells me there was once a setting to complete only from
address books and to choose which address books to include but I can't
see that in 4.0.38.
