Likely this depends on the localisation of your keyboard. On my UK 
keyboard, I do not need shift to reach + or - on the numeric section 
or to reach - on the main section. I need shift to reach + on the main 
section, so if you prefer I could describe <ctrl>+<+> as 
<ctrl+shift>+<=>. It just makes more sense to me to characterise it as 
<ctrl>+<+> as it is easier to remember that the opposite action to - 
is +.
