What happens when you try?

You need to tick the box that says something about executing by 
pressing a hot key. Then click in the box where it says "None" and 
while the cursor is in that box, press your key combination (make sure 
that key combination is not already in use).

If it is a "common filter," have you selected accounts on the "share 
with" tab? If it is an account filter, are you testing it on the 
correct account (if you have more than one account set up)?

Why not try right-clicking on your filter and selecting "copy" then
pasting it into a message so that somebody on the list can take a 
look?
