I have to agree with you, I did set up a test auto-responder myself and 
this is what I observed:

- The filter is tested every time an email is received, as it should be, 
and it is always triggered if the conditions are met. In my case, the 
condition is:

  Sender contains email-address (I always use 'contains', never 'is')
  
- When the filter is triggered, two things may happen:

1.- The auto-response is sent immediately. This happens most of the 
times.

2.- The response is just put in Outbox and it is never sent. If I select 
(or click on the button for) 'Send queued mail', it is not sent and I 
get a pop-up with 'Nothing to send' message. The only way to send it is 
by selecting the message in Outbox, open it in Editor and 'Send the 
message'. So, it looks like although the message is put in the Outbox it 
is not "queued". This may be 'the bug', but I have no idea of why or 
when it happens.

I you are willing to open a bug report, I will add a note with my 
findings.
