MUST deprecate docs

I just did a search for something and a search result came up for the docs
space. When I clicked the link it gave me out of date information. How would
a naive user know this site is deprecated - docs would certainly seem to be the
most recent set and valid.
We need to make a header for any out of date documentation and clearly point
the user to the updated docs for docs22 and docs23 and docs1 must become docs.
