Hi Jeff, I remember having the same request a couple of years ago with other mailing lists.
I'm not sure if it's done on purpose for tc-dev, but I know that the rationale usually is that a setup like this prevents confidential info to be sent accidently to the mailing list when you're replying to someone. Honestly, I personally can't remember how other lists are setup since I took the habit of consciously selecting 'Reply all' for mailing lists and 'Reply', with explicit verification of the addressee, for personal replies. I do tend to agree with you that I prefer 'Reply to list' to be the default behavior too.
