add logging when performance degrading config settings are enabled

The product should log a warning when settings that can degrade performance are
set:
a) debug log settings
b) *..* instrumention
others...?
something like:
WARNING: Debug logging enabled, this may lead to performance degradation.
WARNING: Wildcard instrumentation enabled, this may lead to performance
degradation.
