Someone should correct me if I'm wrong, but I think the one in "schemas" is not really used and was part of the [incomplete] attempt to make tc build with maven.
Seems to me that "code/base/schemas/src/main/xsd/com/tc/config/schema/terracotta-4.xsd" should be cleaned up.
