This proposal seems to subscribe to the "build it, and they will come" philosophy, but I still don't see how it could run itself - someone would have invite and assign reviewers, and so on. I don't think just posting papers and inviting reviews out of the blue would work - maybe some interesting papers would receive many reviews, but a lot of papers would fall between the cracks. Also, why would this system be any faster than the current quite efficient review system of conferences?
