Two things - the cgi-bin/cgilib.tcl file is never used by the server,
only by CGI scripts.  By definition CGI scripts write to their standard
output stream.

Second, I agree that any "puts stderr" is junky and should either be
a "Log" command or at least "Stderr".

I'm making a 3.0.2 release tonight to fixe the //etc/passwd bug (ouch!)
and I'll try to clean this other stuff up, too.
