latest cvs broken?

counter.tcl:
        package require counter 2.0 
        package provide httpd::counter 2.0 

comment `Layer ourselves on top of the Standard Tcl Library counter package.'

Can't locate package counter in any of the cvs packages, incl tcllib stdtcl.

Assist?
