You can add the tcljava.jar and jacl.jar file to the users CLASSPATH
env variable on the client machine. This will remove the need to
download it each time. It really would be nice to be able to only
download the jar file once, but Netscape's Java implementation is
a huge mess and it will not be fixed until version 5.0 (mozilla).

I do not follow. You can pre install it right now. You need to have the
user do it but that is not too much to ask. If you have another approach
that would work better I am all ears.
