Correct me if I am wrong here, but I do not think the JRE comes with
the developer tools like javac, javah, jar, and so on. These are required
by the Tcl Blend build process. You might be able to compile it and give
it to users along with the JRE, but it will require some work on your end.
There are currently no precompiled versions of Jacl or Tcl Blend, but that
may change after the 1.2 tree is "frozen" in 2 to 3 weeks (frozen means
no new features, only bug fixes).
