I can only tell you what my plans are. Things may change and
the features added will depend on how many people get involved.
The cvs will be updated in a couple of weeks with the first
round of changes to Jacl and Tcl Blend. Here is what I can
think of off the top of my head.

Add donated regexp rewrite (Jacl)
Add donated fixes for clock command (Jacl)
Versions for .jar and .so files (both)
Toss out makefile.vc, replace with cygnus make (both)
Add changes made to Tcl core commands between 8.0 and 8.2 (Jacl)
Tcl 8.3 may include the feather extension, add support for that (TclBlend)
Clean all the unused junk out of the CVS (both)

I would also like to add some sort of Java class cache management
so that you can unload and reload Java .class files without
a restart.

As for release dates, it will be released when it is ready.
If you would like to see things happen more quickly then
by all means jump in and write some code. The 1.2 version
included some big changes to get namespaces working.
I now think it will be a lot easier for people to compare
the C version of Tcl to the Jacl verison, and fix and
parts that do not act the same. The 1.3 version will most
likely only be in the CVS as it is "for developers only".
