For activestate's perl version 5.8.4 and Tcl version 8.4.x please use file http://www.vkonovalov.ru/tcltk-misc/Tcl-TclTk-0.87-site-lib.zip Unpack it into site/lib of perl's directory. Sometimes on NTFS you will need to give executable permission to auto/Tcl/Tcl.dll
