Subject: MPD: County buget difficulties
Much has been said about the difficulties some cities are facing due to the proposed reductions in local government aids. Today's StarTribune has an article "Counties seek relief from mandates to cover budget gaps" by Dan Wascoe Jr.

It begins: "Here is how Minnesota's 87 counties see the world: Their bosses at the state level have given them lots to do -- from placing mentally disabled people in group homes to sowing grass in ditches. But now the bosses are in a financial bind and want to cut the counties' allowance. And the counties feel hamstrung in how they can close the gap."
Several proposals for reducing state mandates are advanced.
