Does anyone know the scoop behind this shift:

Blueprint 2030 to be refocused as a 'framework '

After three discussion sessions in their review of Blueprint 2030,
the Metropolitan Council members have confirmed their intention to
shift the philosophical approach of the document.
Council members envision the new document as a flexible "framework"
around which the Council can develop its policies and plans for
regional systems, such as transportation and wastewater services.

The previous designation of the document as a "blueprint," according
to Council members, suggests an approach too specific and rigid in
the way the Council would implement regional growth policies. More on
Blueprint 2030.

Council Chair Peter Bell said that the new "development framework"
needs to be clear about its impact on local communities and
taxpayers. It also needs to be clear about which policies represent
broad directions, which ones are enforceable through the Council's
statutory authority, and which are purely advisory.

And, he said, the framework needs to be flexible to reflect the
Council's heightened level of respect for local control and autonomy.
The framework will be grounded in balance, Bell said balance
between the interests of the region as a whole and the interests of
its individual communities.

Council members are moving expeditiously to complete the framework
and its supporting regional plans so that local communities have the
information they need to complete their obligatory planning work by
their statutory deadline, five years from now.

By late summer or fall of this year, the Council hopes to complete
the 2030 Regional Development Framework, drawing on the work already
done on Blueprint 2030. Then the Council will update its long-range
plans for regional systems transportation, wastewater, parks and
aviation and related planning documents. Communities can then
proceed to update their comprehensive plans, which, by statute, they
submit to the Metro Council for review by 2008.

Blueprint 2030."

Blueprint 2030 as adopted last December, is available online.
