I've always figured the only way to elect the Metro Council and have it keep a regional focus would be to split the Metro into four district from a N/S center point on the Mpls/St. Paul border.
Does this mean that a portion of St. Paul and/or Mpls would be in each district?
Is it really clear that Mpls/St. Paul would control an elected council? How much of the metro population actually lives in the "inner" city?
I'm guessing that more than half of the metro population lives "outside" of Mpls/St. Paul. Where do we find that info?
