My thoughts are that you need to resize the document before you make the
PDF.

If you are in Frame, this should be easy.  Create a new template using
the same styles (para names, etc.) as your existing template.  Set the
page size in this template to match the desired target width. You can
probably keep the page length the same, as scrolling down to view
something on the PDA isn't nearly as annoying as scrolling sideways to
read it.

Change your document by importing the desired template, and then create
the PDF.

Others may have better ways of doing this, but this is what occurs to me
as an easy, logical path.
