I had to create a Word template for people not accustomed to using one
and more accustomed to creating styles on the fly. I wanted to provide
as much structure, instruction, and reinforcement as possible.

I created a series of list number styles using the numbered tab rather
than the outline tab. 

The template has been in use now for almost 1.5 years, and so far so
good (no Word numbering misbehavior).

I think it matters who is going to write it.

And, I am proposing the outline numbered tab be used for list numbering.

List numbering will be used for writing procedures.

Who's going to read the material, and for what purpose? Also, is outline
numbering common in other sorts of documents that these readers read for
the particular purpose?
