Is the link a plain <a href>? There are ways to intentionally make that sort of behavior happen (open with JavaScript, e.g.).
I assume, however, that it works differently in other browsers. If said person has access to another system with the same configuration (Home, IE6), I'd recommend trying it to see what happens there. There are some sort of things one can do with browsers to make odd things happen (popup blockers, etc.). Other than that, I'm fresh out of ideas.
