If you work in an environment where at any time you may
be required to demonstrate to government regulators, civil
trial courts or clients whose business exposes them to same 
that you have a system in place that prevents the release of 
product without required approvals, tracks versions of 
product from day one to 10+ years in the field and prevents 
the accidental or deliberate loss of data, a "system" based 
on randomly storing documents and crossing one's finger 
is not going to cut it.  The same holds true for a secure, 
automated system that nobody uses.  Document control
systems do not replace commitment to the control and
management of data, they merely support it and provide
a standardized means of demonstrating it.
