[tcpdump-workers] request for new DLT_ value for IPoIB (rfc4391)

Hi,

I'm trying to add support for IP over Infiniband (IPoIB) as defined in 
rfc4391 for Wireshark and I have realized that I need new DLT_ value for 
that.

For more info you can see:
http://tools.ietf.org/html/rfc4391

Where you can see in chapter 6 defined frame format. So this layer 
consist of 4-octet header + IP/ARP.
