What host OS are you using? There are ways to permit non-root to sniff the
network in non-promisc mode on some OSes.
However, if you intend to let your students write in C code, then they can
just download a new libpcap. Instead, set up a bastion host for them to
slogin to and play on. Put it on a network with little traffic.
Or, let them use only capture files.
