I tried, using my Freshmeat account, but it said I wasn't the owner of
the project:

        You have to be the owner of this project to be able to
        recategorize it.  Currently, this record is owned by N/A.

I think it'd be most appropriate for Michael Richardson to be the owner.
Am I correct in assuming that the owner needs a Freshmeat account?  If
so, Michael, you should sign up for one if you don't have one, take
ownership of tcpdump (and, while you're at it, libpcap), and
recategorize it.

(Speaking of libpcap, is it categorized under the new system?)
