I think it'd be most appropriate for Michael Richardson to be the owner. Am I correct in assuming that the owner needs a Freshmeat account? If so, Michael, you should sign up for one if you don't have one, take ownership of tcpdump (and, while you're at it, libpcap), and recategorize it.
