Note that tcpdump, the "tcp" in its name nonwithstanding, not only dissects protocols other than TCP, it even dissects protocols that don't run atop IPv4 or IPv6, so perhaps the library shouldn't have "ip" in its name (or in the names of APIs, structures, structure members, etc.).
