Are these changes worth including?

We really need to go through aclocal.m4 and see what of the LBL stuff
we can switch to "modern" autoconf (hopefully sticking to the tiny
subset of autoconf that is compatible with both 2.13 and 2.52).
Much of aclocal.m4 is the way it is to work around vintage autoconf
limitations.

Adding an entry for "const" in acconfig.h results in duplicate
definitions in config.h when using 2.13; I suppose this shouldn't
actually be a problem for a workaround.
