that it's based on the Anzen tcpreplay - the latter page says

Cool little patch for Tcpreplay which allows you to utilize two
NIC's for writing packets to the network (splitting traffic
using a regex against the source IP) and also updates the code
and autoconf to support more recent versions of Libnet. Update:
I'm now working with Matt Bing of NFR to release new versions of
tcpreplay based upon my patches and further enhancements.
and Anzen (or, at least, their Flight Jacket product) were bought by
NFR, and aturner and mattbing are the names on the project file for
tcpreplay.
Perhaps we should put a link to this on the "related projects" page.
