It is.

Because I haven't yet gotten around to changing the code generator to
generate code, for token-ring link layers, to extract the link-layer
header length from the packet, stuffing it into the index register, and
using indexed addressing modes to fetch fields from the network-layer
header (and to add the IP header length to the index register, rather
than loading it into the index register, to find the offset of
the transport-layer header).
